GINA FERRUS
Gina Ferrus is a strong advocate for children and their country. Born in Petit Goave, Haiti, Gina is currently the Chief Executive Officer and President of Fondation Enfant Jeunesse (FEJ). Her visionary leadership has led to the creation of a community center in full swing, a medical clinic, school and orphanage and innovative programs that support women, education, health and community development in rural areas of Haiti.
She earned several degrees abroad in nursing, counseling and public health administration. Gina has dedicated her life to humanitarian efforts, offering hope to dozens of abandoned and orphaned children and empowering local communities to build a better and more sustainable future.

Chantal Moise
Chantal has been helping Lucienne Duncan with her charitable endeavors in Lamardelle since 1975. First it was with the small school (3 of 4 classes for 20 children), then building the Church Enfant Jesus. She left for the USA and served as a member of the FEJ-USA (formerly VVHF) board from 2007-2017.
She is the Administrator of EZtron services in Miami, FL. She is an Executive Assistant for Royal Caribbean Cruise Lines and also a board member of 4C (Caribbean Canadian Chemical Co), a pharmaceutical manufacturer and retailer in Port-au-Prince, Haiti.
Barbara Bush
Barbara Bush was a professional Business/Operations Manager with 30 years experience in Fortune 500 companies. In addition to her corporate career, she served in leadership positions in professional and community organizations for many years emphasizing her strong commitment to lifelong education. Ms. Bush was deeply involved with FEJ-USA from 2010 until her passing in 2022.

I am also a Specialized Technician in handling, care, Psychomotricity, and Early Stimulation for babies and children from Angele Dei and Institute Master Mind, and in Infant Neuropsychology from the Centro de Capacitación Neuropsicología in the Dominican Republic. I am currently pursuing a double master’s degree in Learning Disabilities, Special Education, and Psychopedagogical Therapy at the Universidad ISEP in Barcelona, Spain.

With a degree in chemical engineering from City University of New York and further study in manufacturing management, Serge’s business success over the past 30 years is paralleled by his commitment to serving the needs of his country. He is an invaluable member of the FEJ Board of Directors. Serge is known for his practical insights, detailed advice, and excellent listening skills.
Maryse Vieux – Secretary
Has over 30 years of experience in education and management. She is passionate about serving the young and the old. Prior to that, Maryse served as an administrator in Foyer de Personness Agés in Canada. With a degree in early childhood education and psychology from Syracuse University, her work and studies have spanned the globe: from Brooklyn, New York to Pétion-Ville, Haiti, as well as Canada to the Democratic Republic of Congo. Deeply respected within the Haitian community, Maryse is actively mentoring the next generation of FEJ leaders. She is known for her problem-solving skills and wonderful sense of humor.
Gerald Reid, MD. – Member
Is a board-certified surgeon, specializing in surgical oncology. Born in Petit-Goave, Haiti, Dr. Reid completed his medical studies at the University of Haiti and his residency at Memorial Hospital in Worchester, Massachusetts. He led a thriving private practice for over 30 years in Walpole, Massachusetts. Respected both locally and internationally, Dr. Reid is a past president of the Association of Haitian Physicians Abroad and the Neponset Valley Unit of the American Cancer Society. He has also served multiple terms on the Board of Directors for Neponset Valley Health System. He remains an active member of the American College of General Surgeons, Boston Surgical Society, New England Cancer Society, and the Haitian Organization for Health Services. Dr. Reid is passionate about sharing his international experience and medical knowledge with his homeland.
Vanessa Abdel-Razak – Member
Vanessa Abdel-Razak is an attorney registered with the Port-au-Prince Bar, with over 15 years of experience in the legal field. She holds a law degree from Quisqueya University in Haiti, as well as a Master’s in International and Comparative Environmental Law from the University of Limoges, and a Master’s in Public Law and a university diploma in Comparative Legal Studies from Aix-Marseille University, France. She also earned a postgraduate certificate in law with a specialization in international business law from the University of London and is a member of the Chartered Institute of Arbitrators (CIarb) as well as several international professional associations in which she actively participates.
Always eager to stay at the forefront of legal developments, Vanessa regularly attends continuing education seminars. She holds a certificate in legislative drafting and methods from the University of Geneva, a certificate from the World Intellectual Property Organization on trademarks, industrial designs, and models, and a diploma in international aviation law from IATA in Miami, USA. Since 2016, she has also been teaching environmental law at Quisqueya University.
After several years of working with renowned law firms, Vanessa founded Abdel-Razak & Associates in 2016. The firm is committed to providing superior legal services, based on a pragmatic approach, while adhering to the highest standards of integrity and ethics.

From her start as an electrical and aeronautical engineer, Lillian steadily climbed the engineering and management ranks to become a Company Officer in Vice President roles at several companies including Spirit AeroSystems, Beechcraft Corporation, American Eagle Airlines, and Independence Airlines.
In addition to her professional accomplishments, Lillian’s expertise extends to her roles as an Adjunct Professor and valued Aerospace and Defense Advisory Board member at the University of Tennessee’s Haslam College of Business, Advisory Board member for the AWESOME Leaders organization and a board Member for the National Aviation Hall of Fame.
Brooke Lehmann – Board President
Brooke Lehmann is a clinical social worker and public interest attorney whose professional expertise is in the areas of children’s health, education, and child welfare. Ms. Lehmann has spent two decades providing direct clinical and advocacy services to children and families while simultaneously working to improve the systems that administer these services through policy development and legislative advocacy. As the Founder and President of Childworks, LLC, Ms. Lehmann has managed multi-million dollar local, state, and federal advocacy campaigns, providing legislative analysis and strategy expertise to clients serving vulnerable populations of children, youth, and families. As a national expert, Ms. Lehmann provides consultation on the design, development, and reform of pediatric health/mental health services and special education and child welfare systems.
Lisa Torres – Member
Ms. Torres is an executive coach for growing nonprofits, helping their staff to serve with excellence. She has over twenty years of experience as an international nonprofit fundraiser for top non-governmental organizations.
As Senior Development Officer on individual giving teams, Lisa has specialized in connecting major and mega donors more closely to the mission of organizations like Habitat for Humanity and World Vision.
On a personal level, through FEJ-USA, Lisa and her husband, Moises, adopted their now fourteen-year-old son, Messi, from Haiti. They are and active part of FEJ’s adoptive parents’ community supporting all FEJ’s programs. Lisa currently serves as the Board’s Grant Committee chair.
Jerry Oetgen – Vice President
A retired senior U.S. diplomat and an historian, Jerome Oetgen most recenlty was a professorial lecturer in the School of Professional and Extended Studies at American University, Washington, DC; as well as historian and public affairs consultant at Saint Vincent College, Latrobe, PA.
As a diplomat with the U.S. Department of State from 1987 to 2011, Oetgen served at U.S. Embassies in Paraguay, Ecuador, Spain, Italy, and Nicaragua. His final overseas post was Haiti, where he served before, during, and after the devastating earthquake of 2010, and assisted in the massive U.S. recovery effort. During his time as a diplomat, he received three meritorious honor awards from the State Department for exemplary service.

Marcia is a global executive, who positions organizations for success with effective and innovative business strategy and tactical marketing leadership. She’s made a positive impact at a range of companies and organizations as both a consultant and marketing executive.
Founder and Principal of The Monarch Group, Marcia guides business strategy and marketing initiatives for organizations within a wide range of industries across the globe, successfully positioning clients to achieve their business objectives. Marcia has held a variety of marketing leadership positions of increasing responsibility at Fortune 500 companies. She has led global branding in over 50 countries.
Originally from Jamaica, Marcia immigrated with her family to New York City where she spent her formative years. She currently resides in Atlanta with her Haitian-born son, Patrick. When not spearheading business strategy and marketing initiatives, Marcia loves to “globetrot” with Patrick, read, sew and crochet.
Brian Carlson – Dir. of USA Operations
Brian has been helping to recruit and coordinate volunteers for FEJ since early 2012 and began serving as the Operations Director in August 2015. His involvement with FEJ started in 2007 when he and his wife, Dr. Rima Carlson, began the process of adopting their oldest daughter from FEJ’s orphanage. Brian’s professional background is in forest conservation, having worked in Michigan and Vermont to encourage the sustainable use of forest resources.
